How can I grant delete capabilities to other users of the application? I have created a user with System Administrator access level, but they don't have the ability to delete application entities from the Application Manager menu.

In the Application Properties dialog there is a control for CREATE permissions. From the Application Manager's file menu select Application Properties. In the upper right hand corner there is a Creation Permit group box. Click the Create Permission button and add the System Administrator that needs the ability to access the Entity menu.

That fixed it, thanks.
The create permissions had $PUBLIC in it. I was under the impression that $PUBLIC included all users. When it was set to $PUBLIC I could happily create new entities, but not delete them.
