I used Chinese Windows and OI3.5, when you click OK to return from a popup or message there is no response and you have to end the OI tasks.
How to solve this problem?

I am not acquainted with Chinese Windows. Could you describe the character set used? Is it single-byte, multi-byte (Microsoft mbcs), or …. Is this Windows NT? What version of Windows is it?
Are you acquainted with the use of the character range 250-255 by OpenInsight? These characters are reserved for use as delimiters. If the Chinese characters are using that range, it could cause problems. Also, if the character set is mbcs, it could cause problems. Lastly, in the 3.6 release we provide a 2-way character map between the presentation and processing that may be able to solve the first of these two issues.

1. I used Chinese Windows 3.1 and OI 3.5 to do the testing. It is a double bytes software. Is it the problem?
2. When I used User interface workspace to create a new popup, all buttons (only button) are no response. The message from monitor is BUSY.

Does this happen to all the popups or just one? Could you try to create the simplest popup (with literal data a the source) and test it?

Frankly, I don't quite understand what is happening. Do other tools work? For example, can you create new connections and datasets with C/S workspace? Can you create repository views and definitions with RDK tool? Does report builder work (OpenInsight Window Executable is ORMAIN)? Have you changed any environment records (like ENV_, or LND_)?

All buttons on C/S WORKSPACE and DEPLOY APPLICATION are no response. But it is OK on SYSTEM EDITOR and FORM DESIGN.I have not changed any ENV_ item.
