OI 7.0 SYS1001:Null loading error (OpenInsight 32-Bit)

I have a problem though I posted a couple of days ago about table builder breaking to the debugger with a SYS101: Null loading error. (RTP27)
It loads just fine in 4.1.3
It seems to complain about all the dicts in a some applications, but other applacatinos seem to work OK.
I've tried detaching and re attaching the tables. I can open the dictionary records in the editor.
Can't move on to 7.0 until I get this resolved. Any suggestions?

%FIELDS% is there and looks normal. The files were created using 4.1.3. The problem seems to be for all files for a particular application, even the system files. Every one I try breaks to the debugger as described. Another application seems OK….
