oinsight.exe error (OpenInsight 32-Bit)

This is a deployed oi7.01 application running on a win 2003 server with 5 user sdp.

How did you create the deployed system? What happens if you use your development engine? What happens if you use your development system?
My initial guess is that you have some systems components missing or are the wrong version.
