Runtime creation difficulties (OpenInsight 32-bit Specific)

I am attempting to deploy a runtime version of an OI 7.0 application. I have tried to deploy from the application itself and also from SYSPROG. I have also run the scan repository routine as suggested in the help files. I receive the same error messages no matter what options I select or which application I am in when attempting to deploy. I thought that I may have had something in my application causing the deployment problems. Just in case, I installed a fresh copy of 7.0 in another folder and attempted to deploy that with the same negative result. This is what happens:
The repository creation works fine.
The database extraction works fine.
The entity extraction works fine.
I receive a fatal result during the prepare application phase as follows:
Routine halts and displays 'Error Description: FS100 reporter.run'
I then may choose to (Halt the extraction) or (Delete files created by extraction process) Choosing the first lets me continue
The system halts again and displays 'RDK122 C:\OIrun' (OIrun is the folder I am extracting to - I have tried other names as well.) I receive the same two options as with the prior error. However, neither allows me to proceed very far. I receive the message 'The specified directory contains data and cannot be written to' in either case.
My desire is to create a runtime of my application with data. I am willing to settle for a runtime that recognizes the application name and starting point and I will use APPBACKUP to get the other components there.
I have seen other posts referencing loading special software, exchanging certain files with Revelation Software, etc. in old posts here. The current documentation doesn't seem to say anything about any of that. What am I missing?
Thanks in advance.

As an FS100 is simply a "record/file does not exist", copy reporter.exe to reporter.run and see how far you get now.

Thank you.
However, fresh installs of 7.0 from the December 2003 Works CD do not seem to be installing REPORTER.EXE. I just searched my drive for the file and did another fresh install to a test subdirectory on my computer - no REPORTER.EXE file. I have an older version of the software UPGRADED from 4.(whatever) to 7.0 on tape. This copy does have REPORTER.EXE. I will post a separate message regarding this topic. My guess is that most everone in this forum upgraded from 4.(whatever).
