Don't know - neither if it's difficult to access the Contacts from a 16 bit program, nor if the format is cryptic. But what about the following:

- Make a VBA macro that exports the Contacts data to a text file. That macro could also be a separate program.

- When your app needs to access the Contacts data, let it run Outlook and that macro (or that separate program).

Then let your app read the data from the exported text file.

Well considering how much damage the Love Bug did last year you should also be able to run a windows script with cscript.exe/wscript.exe to do the same thing without having to explictly load Outlook too.
