FS1009 (AREV Specific)

We've recently seen a number of FS1009 errors when trying to access a specific table in AREV. The screen tells me that it's a "file open error", which I'm assuming means that the .LK or .OV file is locked open at an NT level (We have an NT4 server with the W2k 2.1 service installed).
Am I correct in my assumption, and if so what could be locking the file? Is it the W2k service or could it be one of our 100+ users?

It is more likely to be an external process (backup/AV) although a user accessing NOT using the appropriate driver might also cause this. For example a developer running locally with a different network driver attaching the file on the server.
