VB Shell command (OpenInsight Specific)

I am trying to perform a Shell command from VBA to execute OpenInsight. My OS is NT Workstation 4.0 SP4.
The syntax is as follows:
\OINSIGHT.EXE /AP /UN
There is no password, I do not have a problem with this through a shortcut or even through a DOS prompt.
When I execute the Shell command I get an OI splash screen that says
OpenInsight for Workgroups Application Manager and some other text underneath about the program. It is all simple bold text, there is no Revelation or OpenInsight logo that normally appears when I run it off a shortcut on my desktop.
I then get the following critical error message -

Unable to access Linear Hash files
Error=FS231
File=1
_
This is then followed by another message
_
OpenEngine
Filing system installation failed
(REPOS_BFS – FS1100)
OpenEngine cannot continue.
Then
Application Manager
Application does not exist in the repository.

FYI - that is neither a bug in VB nor OpenInsight; it is a known bug in NT.
