It turned out to be that the network was cacheing record locks and, as it seemed that ARev licence count was handled by some sort of secret network locking (presumably so as to correct the count if a workstation crashed), the count wasn't therefore being updated until the server had nothing better to do.

We also had another similar problem at the same site - a very large organisation. It turned out that the database was rather useful and word had got around secretly. There were far more users accessing the database than the IT dept were aware of!

The Windows 2000 Service will sometimes not release logins for stations that have crashed. Restarting the Linear Hash Service should fix it.

In addition to the suggestions already given (which are likely to be the nature of your problem) you might want to confirm that they aren't running multiple copies of OI on each workstation. This seems to be a common problem as of late.

Also, if you are using an older version of any of the network products then you can also check to see if any of these machines are going to sleep. Older versions of the service would keep these connections alive but still require OI to be restarted therefore tying up another license until the service was restarted.
