You probably have a DICT.TEMP_ file in that directory. Try and attach then delete the file. If you can do this, you should be able to create files in that directory again.

It's too weird for that. I copied the development directory to a local drive and could then create tables under that. I could also create table in the network subdirectories where it was failing before. I moved the the local drive version that worked back to the network and it started failing again. It's just a minor annoyance anyway.
