This is normally a networking issue of some sort, either the frame type is not set properly or should be forced to what frame type the server is set to, cabling, etc.
The KB articles tell you how to set frame type etc.

Check the Netware server and see if the authorized number of users have reached the limit in Novell. We have gotten this FS466 even when we have unused Arev licenses, but have reached the Novell limit. Check ALL the Novell servers - especially the main server the user logs onto first (the user who gets the FS466 error).
Also if you can get to the Netware console, check the user who got the FS466 message, while the message is still on their workstation, and see if they have a file Arevpid.dat open (it's in the same directory as your arev.exe). If they do, you've probably hit your Novell limit.
We use the NLM 1.5, Arev 3.12 and Netware 4.11.
