I believe that is standard functionality of Windows 95 and there is nothing you can do about. You can observe the same behavior in practically any Win32 app. For instance, load a web page that takes a long time load. Your cursor should be an hourglass. Then, move your cursor onto the start bar. It should revert to a normal arrow.

I agree it's standard behaviour that the cursor changes to something else when you move it outside the OI form. But when you move it back in again it becomes an arrow cursor. Shouldn't it revert to an hourglass if the form still is busy?

(I thought this issue had been discussed either here or on the Works list but I've not been able to find any relevant postings.)
