I'm not sure I understand your question, but if you are asking what I think you are you should be able to go into sysprog and either make a new user or if you are using 2.12 secure an existing user. Once you have opened the window with that users info press F10 and choose advanced. At this point you can give the user a restriction level and at the bottom of the window under shell you should be able to enter M for menu. Under Command type the name of the menu you want to be displayed when that user logs on. It works very similar in 3.12 except there is no secure user option just press F10 and select advanced and follow the same process.
