That sort of message usually means that nothing was returned from OECGI.EXE - i.e. no headers or content.

This might mean that you've got an issue with security rights (especially if you're running IIS) - seems that you can execute OEngine (if you couldn't you normally get a RevCreateEngine error) but can't get any data from it. How are you executing the engine? Is it dynamic or persistant? Try a connection to a persistant engine if you haven't done so already - if that works then it will usually be a security rights issue.
