This should be simple. On a local PC, I upgraded my OI 4.13 to OI 7.01.

When I try to run/see the new editor (exec EDITOR), I get the following error message:

Not sure if this will help but try upgrading from 4.1.3 to 7.0 first and then to 7.01. Perhaps the 7.01 upgrade is missing some of the 7.0 components.

Super! That did it. Upgrade 4.1.3 to OI 7.0 (yes see new editor) then upgrade OI 7.0 to 7.0.1.
