That did change the database ID to DCE, but the username is still SYSPROG

It also changed my oecgi connection error to OECGI RevCreateEngine failed, error 38. from RevCreateQueue failed 1003

Then, as I was changing the short cut back to reproduce the RevCreateQueue error. (C:\Revsoft\OInsight\OENGINE.exe /UN=DCE /DB=DCE /SN=OECGI) it started working! username set to DCE and Database set to DCE.

Alls well that ends well.

It not looks like my error was using /AP=DCE instead of only /DB=DCE

Which makes sense because that is what is in the registry!
