decode\convert - save the graphic to a temp file as an OI recognizable graphic and pass to the BMP control path or OIPI

Where I was going with this was, I remember playing around with retrieving a bmp from an Access record, which was stored as encoded binary. I found out that SRP Utilities have a SRP_DECODE that was able to convert that image back to bmp.
