I would appreciate any idea that could lead me to solve this situation.

The 4.1.3a upgrade should not cause this behaviour. That said, try this.
Do a scan rep on your 4.1.2 system and cleanup any orphans, etc.
Then reapply the 4.1.3a upgrade.

Also I got the message

when I hit the Delete key while in a dictionary item and also when
I hit the "Delete Column" menu option.
And the message

Other menu options like "Column Attributes" and "Table Attributes" are working fine.
