The cause of the slow down was tracked down to the OIPI OCX files. These are registered in the Windows registry. The workstations experiencing the problem had invalid paths to the OIPI OCX files.
The slow down is due to MS Windows searching for the ocx files, which it eventually finds.
To fix, run regsvr32.exe to re register the VSPRINT7.OCX and VSPDF.OCX files.
