Question about the KB article solution for "cgi has no access rights"... (OpenInsight 16-Bit)

I am not a Win2K pro, but that last bit sounds like giving anonymous users who access the site administrator rights. Is this what is happening? If not, can someone fill me in on exactly what that means?
