Copying a Report File (Banded Report Writer)

The docs suggest (page 67) that it is possible to copy a report. I first tried launching another instance of the BRW as per the docs but I just get a message saying "The BRWDesigner is already running". So I then attempt to make a copy of the report within the same instance of the BRW (as per the docs) but I see no way of doing this. I tried doing a Ctrl+Drag (again, as per the docs) to make a duplicate but I just get the No Action symbol.
