I dont know about the CSP specificly…, but I do believe that a vehicle for people to submit / offer to public domain is desirable. Remember the days of the Rev Bulletin Board and thereafter Compuserve. This was the way many of us got aquainted with code beyond the shrink-wrap.
The CSP to me seemed a little over-kill in structure - and the climate was wrong. Throwing the baby out with the bathwater analogy doesnt quite fit - but give some consideration to that means / mechanism whereby the community can share / donate code.
