We are not regular users of Terminal Server for running OI but we do use it for supporting a few clients. Also, some of our clients have their own customers using their licensed applications regularly in a Terminal Server environment. So, indirectly, I can say it works and can work well. This goes for ICA client connections as well as WinTerm boxes.
The only caveat I'll add is that the actual TS machine is itself a client to another server which is storing the OI application. Obviously, then, the NT Service must be employed. We do not have any experience with running OI on the TS itself.

The general setup is an NT box running OI and the NT Service. Remote users connect through a separate Terminal Server box normally using in ISDN line. Performance is almost equal to LAN users.
The most recent installation replaced a PCAnyWhere'ish (it wasn't PCAnywhere but I can't remember what it was off hand) where only one user could connect at a time. They are now happily running with four or five concurrent users. We have other sites with twenty+ Terminal Server users. The spec of the TS box will depend on the expected number of connections.

Same link, the activex control software needs to be installed on a Win2k server(or maybe NT, I have not used TS on a NT). This server would be running both IIS and TS. A client can then download the activex control when it is needed.
So (by way of example) if the user (95/98/NT/Win2k) logs onto this server http://xxx.xxx.xxx.xxx/TSWEB/connect.asp, the active x control (if not already installed) will be automatically downloaded and installed on the users computer.
Thereafter the whole thing works like a standard TS session only the session is embedded within IE.
