I'm using the universal driver. I know OI can handle file sizes larger than this, so is this a limitation of Table Builder? If so, what is the limitation and are there any implications for the benefit of "additional efficiency" that the help file mentions?

I have never used anything but universal driver. I know there is a bug in Table Builder for Table Attributes that reports 0 records and 0 size for files created while using the Universal Driver. This has been confirmed by Revelation. I wonder if this problem is also related to the Universal Driver?

I've duplicated this. It has nothing to do with your driver, since I got it on both the 2.1 and UD Drivers. There is a hard coded max value of 40,000,000 when creating a new table. The value is calculated by: NUMBER OF RECORDS * AVERAGE SIZE.
It will be fixed for OI 7.1.1.
