OSOpen Fails! (OpenInsight 32-Bit)

Using OECGI2/OengineServer,
When OSOpen is asked to open "\\Rainbow3\audio\Mötley Cr e - City Boy Blues.mp3", It fails, returning "File not found"
OSOpen / OengineServer works fine for files with "normal" characters
However, when running OECGI, it works fine for this file!
Is there a fix for this?
