RDKINSTALL into runtimes. I was on 8.06 and had issues with running rdkinstall with the error of you can't upgrade due to logged in users. David tells me there was a "stuff up" in one of the releases so I've patched my deployment system to 8.0.7 and deployed a new patch, and voila same problem.
My customer base is RUNTIME only and this is grief - can I PLEASE have the patch / version of rdkinstall that will install into a runtime with users logged in.
And yes the flags in the sysupgrade record ?? is set to 0.

Are any of the records to be installed DICT updates? If so you can only install those when users are logged out.
There is a patch to RDK in the works download section but it was a patch to 7.21. What version does your customer have?

Appears that the answer is to use the old 7.2.1 RDK_Patch from the works download section.
