OENGINE RUN and Upgrade (OpenInsight)

First
Using OI version 3.7.2 pre release 4.
If run with OENGINE.EXE all works fine.
If I close OI.
Switch to the new OENGINE.RUN by copying OENGINE.RUN to OENGINE.EXE (the one that is coded for my serial number).
Then run OI.
I get the following error:
"Attempt to log in to many users"
This is a development copy and only I am using it. It?s not running on a network. I have tried changing the network driver using netdrv.exe.
Any ideas anyone?
Second
We cannot upgrade 3.7.2 pre-release 4 to the final release. I guess this is a known bug; it gives an error ?The installation of OpenInsight in the specified directory can not be upgraded using this license? and refuses to proceed.
Anyone have any work around or ideas on the best way to proceed? Can I downgrade to an earlier 3.7.2 pre-release and then upgrade? Or do I have to do this via a fresh install, if so what do I need to do this? How do I make sure I preserve all my code, forms, etc?
BTW Tom Dunlop and Kurt Baker have been helping with this but have supplied no useful help. After waiting three weeks for a solution, I thought I'd give it a try on here.

Remove any REVPARAM files as you are running local and also ensure the driver is All Networks 1.5 using NETDRV. Also worth checking the user count which is stored in the Oengine.exe(run) which you can also see in NetDrv.
