Form Designer - moving controls (OpenInsight 32-Bit)

OI 8.0.3 - In the middle of building a 3 tab form, all going fine, controls on 2 tabs all ok. Suddenly, the controls are no longer movable.
I click on a control, and the handles show and I can resize, but can not move the control. After clicking once to get the handles, and click again inside the handles to move the control, the handles turn off and the control name (in the box at the top) switches back to the form name.
Anyone experienced this? is there a solution?

is this ticked on? If ticked on then you can't move the controls.

If you lasso more than one control, the Lock Controls option doesn't prevent moving controls with the mouse.
