OI won't start (OpenInsight 16-Bit)

They were able to run the application using the desktop icon straight after this. However, they were not able to run the application the next day.
Running the icon, or just double-clicking on OINSIGHT.EXE in Windows Explorer for that matter, just does nothing. Not even the splash screen comes up.
Any ideas on where to look to solve this problem?

I would attempt to run OINSIGHT.EXE and/or OENGINE.EXE from a command prompt (i.e. the DOS command prompt, not the Start-]Run prompt.) See if either one loads up. Also, if this is Win2000 check the Task Manager to see that the application isn't running. It's possible that it did load but for some reason got hung up before becoming visible.

Check that the Windows shortcut Misc tab is set to allow background processing. If it's set as exclusive in foreground the two OI processes (oinsight.exe and oengine.exe) don't get a chance to both run in tandem.
