Now that Skypeout calls are free in the US, you may want to try using skype as a server

To prove that it works,

set up skype on your machine,

on the skype client window, navigate to tools, options, advanced.

toggle the checkbox marked 'associate skype with callto: links'

then from the system monitor try something like

run utility "RUNWIN", "cmd /c start callto:+18005551212" the skype client ( I am using beta 2.5.0.91 ) will fire up and make the call for you.
