Case Sensitivity in TCL (OpenInsight 64-bit)

When using TCL commands, are all record names case sensitive for all commands that use a record name as an argument? Is this true of the commands like 'copyrow" which doesn't accept command line arguments, but rather opens up a selection window?
If the tablename is used as an argument for a TCl command either for the command line or for the selection window, is the tablename case sensitive as well? It isn't in the case of deleterow. That is, both "deleterow voc TEST" and 'deleterow VOC TEST" work at TCL for OI 10.0.8.1
