My thought was to offer Crystal Reports and the ODBC driver; if this does not work what does?

All of the reports are against a large OI database containing multiple tables. Some of the data is resident in memory and is accessed via calculated columns.
Currently my thinking was ODBC and Crystal reports, however we now have a potential client in Japan and the ODBC driver does not support utf8.
I can think of any number of ways of doing (1), none of the suggestions (unless I am missing something) would be useable by and end user to do (2).
