The funny thing about this is that I can read the PDF's made with the old ActiveX controls and Reader 7. I always thought that some of ISP's were stripping out the PDF since it was not made with Acrobat. Unfortunately, I do not know what version of Reader that have or if they are using Acrobat (I doubt that).

What version of OI are you using. Also when you say they can't read the pdf what do you mean. If they are using 7.1 then you do not need the vb run time. If they are getting a blank page when reading the pdf then they are probably using adobe 7.0 and not using the vsprint7.ocx and vspdf.ocx in the 7.1 upgrade.
