Having pressed OK on the message the upgrade process appeared to immediately go to upgrading the sysprocs files. Now I am not sure if the the upgrade process is complete. I found the existance of the rcl4.dll file so I dont know what the problem may be.

Don was correct, I had OengineServer service running and needed to be stopped prior to upgrade. Upgrade went smoothly.
