Changing User Level and preserving Password (OpenInsight 32-Bit)

In OI 4.1.3, I can
CALL CREATE_USER( username, '', level, 1, 1, '')and this will change the level without changing the user's password. (If I want to clear the password, I use 'NONE' as the password).
In OI 7.2.1 and 8.0.3, this command will clear the user's password! Passing null or 'NONE' as the password have the same effect.
So my questions are:
1) Is there some other way to change a user's level while preserving the password in OI 7.2.1+ ?
2) If not, can anyone else replicate the above? If so, then I'll add it to the bug list.

I tried this on a fresh install of OI 8.0.3 in the SYSPROG account, so I think it is a bug, which I'll log.
