The fastest way I know of is to use the shift-click.

For example, if you add a new control between two other controls that are numbered 18 and 19 in the tab order, you don't need to start clicking at 1,2,3,4,… You can just Shift-Click on 18, click on the new control, click on what was 19 (it now says 20) and you're done. Just choose Tools-Order Tabs and uncheck the menu choice.
