But this is not a "great" solution because we now have to make sure this engine is removed before we stamp the application on a CD or Zip disk or whatever.

This seems to be a very similar situation to a bug that was fixed for the OI 3.71 release (see README.WRI in OpenInsight 3.71 upgrade). If you are using OpenInsight version 3.7 or lower, and I assume you are, I would recommend trying the following for test purposes:

1) Log out of both you development and run-time copies of OI.

2) Copy your development and run-time (ready-to-stamp-to-CD) versions of OpenInsight to two new test directories on your server. This would include REVPARAM files as well as you are using the NT Service with the files specified ServerOnly=1.

3) Upgrade each application to OI 3.71 or 3.72 (WORKS download section).

4) Now try to reproduce the "TOO MANY USER.." error in these upgraded OI applications.

As you may know, there is a bug in OI 3.71 that deals with upgrading deployed applications which has been fixed for OI 3.72. OpenInsight v.3.72 is still yet to be officially released (release 4 is the one available now) though should be released in the coming weeks. Therefore if these tests prove to eliminate your problem, you should have your problem resolved once OpenInsight v.3.72 is officially released.
