Cannot create user (OpenInsight 32-Bit)

In the Environment Settings the "Create Arev32 User" checkbox is checked (and as usual my application is in UTF8 character mode).
I investigated a little further - in the above situation the user gets created but with no entries in the SYSENV file. If I remove the check from the UTF8 checkbox everything works as expected.
I suspect this has to do with the license expiration fix I got from Bryan Shumsky in late September… Any hints (or updated version of the fix)?

I am creating a user with no password, simple user access level, password never expires.
