I gave up on reporter due to several issues and inconsistencies such as this. A workaround in this case is to create dictionary synonyms for the appropriate fields which are multi-value. Now insert these new fields in your footer, right click on the field and go to MV OPTIONS and change its attributes to "treat as single field" and check remove blank spaces, and they should reappear (tested around OI 3.6 from memory)

NB. you CAN make your fields multi-value directly through right-clicking and changing their attributes - but DO NOT do this as they will disappear when you reopen the report.
