MSG errors (None Specified)

A client is having troubles with MSG dialog boxes.
We call this command and pass appropriate variables.
This has been working for 5 years on hundreds of site.
On one site in HK the error dialog appears at the very top left of the parent window, and is very small (postage stamp size) with no button and the default 'Message' caption.
Any ideas on what this could be caused by.
User is running Windows 98, from NTserver.
Have tried same and OK.
