I am aiding a developer who has inherited a system where by all programs in any account (i.e. application SYSPROG and all) when opened cannot be compiled.
We have cleared the sysreposix and rebuilt. Sync'd databases, rebuild .dbt etc. Where is the flag for this ? What else can we look for?

Hmmm not sure how to respond. Homer seems to think its a developer engine since we were into the system editor via the application manager and can read, write and save items.

That doesn't really mean anything.
What is the engine serial number? That should tell you if it's a runtime or development engine. Normally the development engines start with a W and the runtimes with an X.
It could also be that the user logged in does not have the appropriate rights.

In the Application properties, see which user has Creation Permission.
