Form Designer Crashes (OpenInsight 32-Bit)

I do not use form designer much but today when I opened it and changed a field in an edit table and saved, it crashed.
So, I did the Bill Gates thing, and closed everything and rebooted, opened OI and tried again. Same thing.
Maybe this has been reported and a fix given, but I am unaware, maybe someone has some advice for me.
Or, maybe I can provide more information.

I believe RTI has provided a fix in v9.1 (only) - you might want to download the UTL8.dll (separate from the v9.1 update?) from the "works download" section and see if this helps.
there is no fix for OI versions prior to v9.1.
and yes, its in the bugTracker already.
