The slowdown is Microsoft's .Net engine/components being loaded into memory. They have to be loaded in the context of the running engine. The reports should only be slow the very first time the OIPI is invoked in an OI session.

You could try running a Set_Printer INIT and TERM in your application startup process. This should lessen the impact on your users.
