Right Mouse Button Activated Menus (None Specified)

Is it possible to have a custom right mouse button activated menu? I see some examples on how to do it for VIP, how about OINSIGHT. I understand that you would have to capture the right mouse click via winmsg but I'm unsure on 1) how to block the Win95 right mouse button event and 2) how to create a floating menu.
